Yes. New slabs are smooth from the trowel and can still be giving off moisture, so they need grinding and a moisture reading. Check any shrinkage crack for movement before it is filled; Houston-area clay swells and shrinks with the weather.
Usually a mix. Epoxy is a thick, lower-cost base coat. Polyaspartic, a type of polyurea, usually goes on top because it resists sunlight and hot tires better than bare epoxy, which can yellow.
